Denver drinks water that starts as snow in Rocky Mountain National Park and travels through tunnels bored under the Continental Divide. That water was already spoken for by the people on the other side — and the West's water wars were born from exactly that kind of taking. Denver Water has cut per-capita use by 25% over two decades while the city kept growing, one of the strongest conservation records of any major utility in the country.
