New York City has spent $14 billion building a flood barrier around lower Manhattan. The water it's designed to hold back is already rising. The Hudson River itself is one of America's great environmental comebacks — declared dead in the 1960s, now home to striped bass and bald eagles, largely because citizens sued the polluters and won.
