The reservoir that powers the American West — supplying electricity to 5 million people — is approaching the threshold where its generators go silent. Seven states, tribal nations, and the federal government recently reached a landmark conservation agreement to keep the river from hitting that threshold — the first time they've agreed on anything in years.
