    In 2014, a toxic algae bloom shut off drinking water to 400,000 people in Toledo for three days. The culprit was farm runoff. Ohio and Michigan are piloting nutrient reduction programs with farmers in the Maumee watershed — and early data shows the blooms shrinking when the runoff does.
